What is APPI?

The founding text in Japan for the Protection of Personal Information Act (APPI), was originally adopted in 2003 and was amended for the first time in 2017. The goal of the text is to ‘protect the rights and interests of individuals while considering the usefulness of personal information, in particular for the establishment of new industries, the realization of a vibrant economic society and a better quality of life for the Japanese people.’ (Article 1).

 

In this sense, it regulates the collection, the use and transfer of personal and “anonymized” data. In particular, user consent is often required prior to the collection of his data. The APPI has also created the Personal Information Protection Commission (PPC), responsible for supervising the APPI implementation, as well as international data protection standards.
